Prof. Mufutau Adeniyi Adebowale is the President, Certified Institute of Purchasing and Supply Administrators of Nigeria (CIPSAN). He is a Nigerian from Ibadan North Local Government Area. Since the year 2000, he has been making strident contributions to National Development through Press interviews, Press release and direct letter to successive Nigerian Presidents.

He helped the administration of President Obasanjo by suggesting approval of depots for the independent marketers of fuel which eventually led to tank farms we have today. See Punch, February 8, 2001, Page 8 under the caption “Fuel Scarcity is an Artificial Problem” - CIPSAN Boss and also New Nation Newspaper, October 1, 2000.

In the past, only the major marketers of petroleum product like Total, Mobil, Texaco, AP, were allowed to have depot. Then, it was unthinkable to the Federal Government to allow independent marketers to be operating depots (tank farm) but Mufutau changed that. He made the administration of President Obasanjo put in place Fuel Supply Distribution Commission and the Late Chief Rasheed Gbademosi was made the Chairman.

Depots (tanks farm) are to enable buffer stock of fuel be held to cushion the effect of scarcity during the period new order is awaited. Nigerian population was growing and invariable motorists are constantly increasing in population. Mufutau Adeniyi Adebowale by the Grace of God caused a departure from that kind of situation where people were spending two or three days at filling station during General Abacha tenure. PRESIDENT JONATHANS ADMINISTRATION

Professor Mufutau Adebowale caused our local engineers at the NNPC refineries to activate our refineries without foreign experts without spending any millions of dollars. He did it four times.

See Tribune December 25, 2007 under “Energy problems in Nigeria the way out”. His advice was accepted and the group Managing Director applied it and the result made him to declare “The era of fuel scarcity is over”. Our refineries started to work three (3) weeks later. See Tribune, February 8, 2008. Just four weeks after.

Adebowale was always advising President Jonathan not to sell any of our refineries. Under President Jonathan, he made refineries to work twice, through his advise. See Guardian, July 15, 2014. Page 21 under the caption “Nigerian Refineries Capacity Utilisation hits 60%”.

PRESIDENT BUHARI’S ADMINISTRATION

In Nigeria, when a President is about leaving office, top executives develop their own agenda, manipulate the government and become uncontrollable. See the case of Naira redesigning, see the case of sales of refineries in 2007, where it was just two days to handing over to another government they sold Kaduna and Port-Harcourt refineries for $720M, they rushed the process. When President Jonathan was about leaving, the NNPC caused serious fuel scarcity claiming refineries were bad but in other to make Buhari’s administration hit the ground running as the fuel scarcity crippled Nigeria, Mufutau Adebowale sent a comprehensive letter of advise to the President elected, General Buhari through the Emir of Daura because he did not know his contact address. He sent another one to Professor Yemi Obasanjo through Pastor Enoch Adeboye at the Redeemed Christian Church. See the FedEx (RedStar) courier receipt.

When President Buhari resumed office, after four (4) working days our refineries started production and there was fuel everywhere. See National Mirror, June 5, 2015. See the newspaper.

As a result, the top people in NNPC became afraid. They did not know how Buhari was able to overpower them.

He advised President Buhari to establish Special Constabulary Police and in 2019, it was established. It was at the instance of Mufutau Adebowale that President Buhari, re-introduced Ministry of Police Affairs.

1.        On January 9, Professor Mufutau Adeniyi Adebowale sent a letter to Chief Bola Tinubu, the Presidential candidates of APC. It was sent through Senator Oluremi Tinubu. It was about Fuel Subsidy and NNPC matters. AS AT TODAY, October 10, 2023, no reply, no acknowledgement. See attached.

 2.        On June 1, 2023 the second was sent to President Bola Tinubu NO REPLY. It was sent through Ambassador Kunle Adeleke. See attached.

3.        The National was sent on July 7, 2023 through his Ad-de-Camp Lt. Col Nurudeen Alowonle Yusuff. See attached.

4.        The fourth was sent through Chief Ajuri Ngelale on September 22, 2023. See attached.

5.        The fifth was sent to President Tinubu through Senator Kashim Shettima, the Vice President on September 22, 2023. See attached.

IN 2021, JANUARY - JUNE, SUBSIDY BUDGET WAS N43 BILLION (FOR 6 MONTHS)

IN THE YEAR 2022, SUBSIDY BUDGET WAS N900 BILLION (FOR 1 YEAR).

IN 2023 JANUARY - JUNE, SUBSIDY BUDGET WAS N3.6 TRILLION (FOR 6 MONTHS)

WHY?

Professor Adebowale has been doing fantastic things in Nigeria for a long time but No National Award. No Appointment. President Buhari wanted to give him National award but he forgot.

Adebowale does not like people to look down on him and he is not after cheap publicity.
